PSIcapture won't start after upgrading to Windows 8/10 or running a major Windows 10 update
Problem
When users have upgraded to Windows 8 or 10 or a major Windows 10 update has been installed, PSIcapture will not start and a "CREATE DATABASE failed..." error will be logged in the Capture Services log.
Solution
To resolve this issue, the Local DB instance directory must be copied from the Windows.old directory created during the upgrade to the Windows directory.
To do so, either of the following methods may be used:
Method 1
Manually copy this directory:
C:\Windows.old\Windows\System32\config\systemprofile\AppData\Local\Microsoft\Microsoft SQL Server Local DB
into this directory:
C:\Windows\System32\config\systemprofile\AppData\Local\Microsoft
Method 2
Run the following from an elevated Command Prompt:
xcopy /E /I "C:\Windows.old\Windows\System32\config\systemprofile\AppData\Local\Microsoft\Microsoft SQL Server Local DB" "C:\Windows\System32\config\systemprofile\AppData\Local\Microsoft\Microsoft SQL Server Local DB”
NOTE: This solution applies to Windows Server upgrades as well
